Arbitration

Of course to 99 out of 100 people the importance of the issue may not be clear. Certainly the union called for binding arbitration. Looks like the longer the colleges refuse it the less likely the students will get back to the classroom, since both sides must agree to the form of arbitration and FOS cannot be imposed.
